According to Article eight of the Soviet constitution of 1924, the supreme organ of power was the Congress of Soviets. However, the Supreme Soviet of the Union replaced the Congress in the Soviet constitution of 1936, and worked as the only USSR legislative branch and highest state authority. The Soviet constitution of 1977 mandated the Supreme Soviet to handle all issues within the USSR jurisdiction (Waldron 25).
